The role of employers in the process of labour law reforms: round table in the Kyrgyz Republic
ILO/ACTEMP facilitates dialogue on labour legislation reforms between employers and the Government in Kyrgyzstan.

BISHKEK (ILO News) – On 29 August 2024 key employers’ and business organizations lead by The JIA Business Association, alongside representatives from the Ministry of Labour, Social Security and Migration of the Kyrgyz Republic and international partners participated in a round table organised by the International Labour Organization (ILO). The discussion was dedicated to the role of employers in shaping the process of legislative reforms and aimed to strengthen employers' advocacy efforts and renew dialogue with the Government to accelerate progress on labour law reforms.

The reform process, initiated in 2022 by the private sector with active engagement from social partners and support from the ILO, targeted revisions to the Labour Code and regulations on employers’ representation. However, progress has slowed, raising concerns regarding both the outcome and timing of the legislative changes.
During the round table, international best practices and insights were shared, with contributions from The JIA Business Association as well as experts from the Republic of Türkiye and the Confederation of European Business (BusinessEurope), offering practical guidance for the reform’s future direction. The discussions marked a crucial step towards modernising Kyrgyz labour legislation, with an emphasis on fostering an inclusive and equitable labour market that promotes sustainable economic growth.
